 After 57 years of independence of India every sector is celebrating their achievement along with government itself. But in the sector of disability popularly known as 'Handicapped', is still striving for development. It is estimated that there are 65 million persons in India who are suffering from different types of disability. Although the GOI figure shows that only 2.1% of the Indian population are disabled. The difference in data adversely upsets the welfare schemes of the disabled, because during the allocation of funds for the welfare schemes of disabled, GOI considers only 2.1%. This is far less than the required fund and a large number of disabled persons are deprived from the benefit of the government schemes. As disabled are striving to achieve their potential for a dignified life, they are victim of the negative attitude and presumption of the society that disabled are burden on society and they need mercy. If they get the better opportunity like non disabled persons, they are able to become a stakeholder in the national development.

 Considering the enormity of the problem of differently abled persons (disabled) due to negative attitude of the non disabled persons and lack of resources, Handicapped Care Foundation (HCF) has focused not only the empowering the disabled persons but also the building the capacity of non disabled persons to change their attitude and total participation in the rehabilitation of the disabled. HCF will work as effective facilitator for the pragmatic development of the disabled persons focused on children with disability (CWDs) and women with disability (WWDs).
HCF's every intervention would recognize that disabled have significant potential and talent and that will be a role model for every section of the society.
